Programming a house groove

Set the tempo between 120 and 126 BPM and put the kick on every beat.
Put the clap on beats 2 and 4. Put the hat on the off-beats (the 'and' of each beat); this off-beat hat is most of what makes it sound like house.
Add swing of around 55–60% to the hats and percussion, but keep the kick straight.
Place the percussion hit on a few 16th notes and vary its velocity, so the loop doesn't sound like a copy-pasted bar.

Can I use these in a release?

Yes. Every sound here comes from a recording released under CC0 1.0 (public domain). Use it in commercial tracks, beats and videos, with no royalties and no credit required. The one thing you can't do is resell the sounds themselves as a sample pack. SOURCES.txt in the ZIP lists the original recording for each file. More on licensing.
